Communication
Multi-lateral communication at transition points is treated as a control, not as good manners. The draft's text is not public.
What the public record carries
The public abstract says the document marks the moments when responsibility moves from one party to another, and the kinds of exchange between several parties that those moments need. The public contents place communication at 4.6. The sub-clause text is not public.
Basis. The public abstract names the kinds of exchange between several parties that a handover needs. The sub-clause text is not public.
Why it matters in a health estate
Multi-lateral means more than the supplier and the buyer. It includes the clinical user, the operator, the integrator and sometimes the regulator or the funder. A two-party communication at a multi-party handover leaves the party who was not in the room to discover the consequence later. The register should record who was informed, who was consulted and who accepted, and it should treat a missing party as an open item.
What to do now
For each transition point list every party with an interest and mark how each was involved. Record the channel, the date and the artefact. Where a party could not be involved, record why and what was done instead.
The evidence a reviewer will ask for
| Evidence | What it is |
|---|---|
| Party list | Every party with an interest at each transition point |
| Communication record | Channel, date and artefact for each party, with the acceptance where one was given |
| Gap note | Any party not involved, with the reason and the mitigation |
| Language note | Where clinical and technical readers need different wording of the same fact |
What a reviewer will ask
A reviewer will ask who was not in the room. A record that lists only the contracting parties answers the contract, not the clause.
Common gaps
- Only the supplier and the procurement team are recorded at a handover
- The clinical user is informed after the decision rather than consulted before it
- Communication is recorded as an email thread with no named acceptance
- A regulator or funder with an interest is never identified
Before the draft publishes
List the parties for the next handover before it happens and invite the missing ones.
If the draft changes this row
The draft is edition 2 and 62 pages, one page more than the first edition. Its text and any change summary are not public as at 21 October 2026. This row follows the published first edition's structure, which is what your procedure should name today. The change watch emails you when the record changes or the draft text lands, and the row is re-read then. No one can tell you what moved before that, and this page does not guess.
