Governance
Governance is the first family: culture, roles and competencies, quality management, information management, and human factors and usability.
What the public record carries
Not stated in the public record beyond the structure. The public contents of the first edition list 5.2 Governance (intra-organisation focus) with 5.2.1 General and the four sub-elements at 5.2.2 to 5.2.5. The text is not public.
Basis. The public contents list 5.2 Governance with a general part and four sub-elements. The text is not public.
Why it matters in a health estate
Governance is where a programme is given authority, resource and a standard it is held to. Putting it first is a statement: the four elements that follow depend on it. An organisation that has the technical controls but no governance holds them together with individual effort, which is the first thing to fail when a key person leaves or a budget is cut.
What to do now
Check that each of the four governance elements has an owner with authority, a budget line and a reporting line to the board. Record the forum where the four are held together, not only the four owners.
The evidence a reviewer will ask for
| Evidence | What it is |
|---|---|
| Authority note | The mandate, budget and reporting line for each governance element |
| Board record | The last board or committee review and the decisions it took |
| Owner map | A named owner for each of the four elements |
| Assurance line | Who assures the governance itself, separate from those who run it |
What a reviewer will ask
A reviewer will ask who can change the programme and who assures it. A governance element with no authority is a policy with no effect.
Common gaps
- Each governance element reports to a different committee with no shared view
- The programme has no budget line and depends on project funding
- The owner of an element is also its only assurance
- The board sees activity counts but not the organisation's position against the elements
Before the draft publishes
Name the authority, the budget and the assurance line for each governance element. Where one is missing, write the ask.
If the draft changes this row
The draft is edition 2 and 62 pages, one page more than the first edition. Its text and any change summary are not public as at 21 October 2026. This row follows the published first edition's structure, which is what your procedure should name today. The change watch emails you when the record changes or the draft text lands, and the row is re-read then. No one can tell you what moved before that, and this page does not guess.
